THE POSITION:


Under direction the incumbent will plan, organize, direct and supervise the work of staff engaged in either (1) determining the need for public assistance benefits, managing an eligibility caseload and authorizing program benefits in accordance with established policies and procedures or (2) performing other eligibility focused duties including overpayment/ recovery, foster care or older/disabled client eligibility functions.

This is a full supervisory level. Incumbents supervise employees responsible for either (1) the determination and authorization of public assistance benefits, and management of an eligibility caseload or (2) a unit of staff responsible for other eligibility focused duties including overpayment/recovery, foster care, and older/disabled client functions. This class is distinguished from the Employment Resources Specialist Supervisor in that the latter class supervises staff responsible for both eligibility and employment services functions. while the Eligibility Benefits Specialist Supervisor class supervises staff responsible for duties primarily focused on the granting of public assistance benefits.

An Extra Help position. An employee appointed to an extra help must meet all the requirements of the corresponding regular position. An Extra Help employee is a person who is employed for the purpose of relieving or augmenting regular staff in the accomplishment of work. Extra Help employees cannot work more than 999 hours in the fiscal year. Extra Help employees are excluded from civil service and shall not have the rights to regular or continued employment.

MAJOR DUTIES:
PD# H1U3014. This position is located in the Performance Excellence Office at DDJC. The employee administers several employee benefit programs requiring knowledge of civilian personnel employee benefit program terminology, requirements, procedures, and functions to process documents, prepare recurring reports, explain personnel procedures, maintain master personnel and organizational records, and provide miscellaneous administrative support. Acts as backup for the PEO Lead Administrative Assistant for time and attendance and during her absences. Provides information concerning the Federal Employee Health Benefits (FEHB) Program to employees concerning eligibility, enrollment, and basic features, e.g., cost, coverage, eligibility and proper effective date. Process forms and request for changes. Provides information regarding non-acceptance of claims by carriers, option to pay while on DWOP and for continued coverage after separation. Assures transfer of benefits for employees after separation. Assist new employees in completing required appointment forms, e.g., designation of Beneficiary, w-4, etc. Ensures forms are completed and obtains necessary certification. Conducts initial orientation by providing brochures, e.g., health/life insurance, and briefly explaining the retirement provisions, hours of work, leave accrual, health and life insurance options, local facilities, etc. Processes routine retirement actions applying the basic provisions of the Federal retirement program(s).

QUALIFICATIONS REQUIRED:
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. To meet the minimum qualifications for this position, applicants must possess one year of specialized experience which shows: Comprehensive knowledge of rules, procedures, terminology or requirements related to employee benefits activities in order to assist in employee inquiries. Ability as a qualified typist is required in order to do the basic processing. Skill in oral and written communication in order to write letters and to explain procedural matters. Experience with office automation. This specialized experience must be equivalent to the next lower level within the pay band or equivalent under the General Schedule or other pay systems.
