JOB SUMMARY:

Region 8-Pacific Southwest Region (RCool encompasses California, Nevada and the Klamath River Basin of Oregon of the U.S. Fish and Wildlife Service (Service), Department of the Interior (DOI).



This position is located in Sacramento, California at the Bay Delta Fish and Wildlife Office (FWO). Reporting directly to the Administrative Officer, the incumbent will have primary responsibility as the functional point of contact for day-to-day budget and financial issues involving management and control of the formulation, execution, and analysis of the Bay Delta FWO budget and funding requirements.



The Bay Delta FWO has the lead for the Service on all fish and wildlife resource issues within the San Francisco Bay Delta area, including regulatory decisions that affect the water supply for nearly 25 million people and over 7 million acres of agricultural land. The challenges are many: California's current population of about 36 million is expected to grow to 45 million by 2020. Water for agriculture and human use in southern California is already scarce and is likely to become more so as climate change alters precipitation patters. Over 30 federally listed, State listed, or special status species depend on the Bay and Delta. The Bay-Delta FWO is co-located with NOAA Fisheries and portions of the California Natural Resources Agency near the State Capitol in downtown Sacramento. The office has a staff of nearly 30 and a budget of more than $3 million.



DUTIES:



Major duties (at the full performance level) include, but are not limited to:



- Develop consolidated budgets and draft statements for justifying funding requests.

- Review budget submissions for compliance with rules, regulations, and procedures. Review organizational historical data and match funding requests or projected costs of selected line items with past records to determine trends in spending and forecast annual funding needs.

- Monitor, track and review obligations, expenditures, reimbursable orders, and requests for allotments, identify and report differences that are not in keeping with annual work plans.

- Provide advice, assistance, and guidance on budgeting and related information and conduct analyses, reviews, and special studies of budget and related information.

- Operate automated system(s) and computer-generated products to accomplish budgeting/funding assignments. Use a variety of software programs to produce budget reports, plans, schedules, and facilitate effective analyses of budget information.

QUALIFICATIONS REQUIRED:

BASIC QUALIFICATION REQUIREMENT: Applicants must possess – One year of specialized experience comparable to at least the next lower grade level (GS-6) in the federal service.

ADDITIONAL QUALIFICATION REQUIREMENT Selective Factor (Screen Out) - applicants must also possess the ability to: TYPE A MINIMUM OF 40 WPM.

SCREEN OUT ELEMENT - if you cannot type at least 40 wpm on a standard keyboard, you will not meet the basic qualifications for this job; you must bring this specific skill to the job to be considered as meeting minimum requirements.



Specialized experience is that which is directly related to the position to be filled having equipped the candidate with the particular knowledge's, skills, and abilities to successfully perform the duties of the position. You must have performed budget related functions on a regular basis to be considered qualified for this position. Examples of specialized experience equivalent to GS-6 in the federal service for this position includes having worked in an organization performing a variety of budget functions as regular assigned duties mostly independently with minimal direction, such as accounting, bookkeeping, analyzing fiscal data, determining fiscal trends, budget planning, estimating and tracking costs and expenditures, monthly budget reconciliations, auditing, financial reporting and a variety of funding, payment and purchasing methods and operating automated financial tracking systems/applicable software programs.
