Position Description :
This position serves as a Fire Dispatcher Trainee (Career Intern), located in a dispatch center. This may be a single agency dispatch office or interagency dispatch center. The employee acquires knowledge, skills, and abilities required for the target position. Receives formal classroom and on-the-job training to augment professional academic preparation and secure a practical understanding of the duties and responsibilities of the respective career field. Works with more experienced staff on a wide variety of fire management projects. The area involved may encompass federal, state, tribal and private lands within the dispatch center's area of influence. The center is responsible primarily for wildland fire preparedness and suppression support activities, but may respond to all-risk incidents as needed or directed.

The primary purpose of this position is to serve as a fire dispatcher in support of fire suppression activities.

Wildland firefighting experience on the fire line is a mandatory requirement and must be obtained prior to the two year completion of the training program.

Position Information: This position serves as squad leader of a small crew of smokejumpers in parachute jumping and fire suppression. Upon completion of annual refresher training, is subject to work assignment throughout the Region, in any other Forest Service Region, or for other Government agencies concerned with managing forest or range lands. This is a primary firefighter position under the provisions of 5 USC 8336(c) and 5 USC 8412(d).

The qualification requirements specified in the Interagency Fire Management (IFPM) Qualification Standards and Guide must be met prior to entrance into this position. This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the Work Capacity Test (WCT) at the ARDUOUS level is a ''condition of employment.'' The Arduous Fitness (Pack) Test consists of a three (3) mile hike, within forty-five (45) minutes, while carrying a forty-five (45) pound pack. In addition, this position must pass a physical training (PT) test. The test is taken in one time frame with 5-minute breaks between specific exercises. The exercises are: 7 pull-ups; 45 sit-ups; 25 push-ups; and a one and one-half mile run in less than 11 minutes.

Physical Requirements: Height: Individuals without shoes must not exceed 77 inches or be less than 60 inches. Weight: Individuals must weigh no less than 120 pounds and no more than 200 pounds without clothes. Eyes: Individuals must be free from acute or chronic eye disease. Corrected distant vision must test at least 20/20 (Snellen) in one eye and at least 20/30 (Snellen) in the other. Individuals must be able to read printed material the size of typewritten characters, correction permitted. Ears: Individuals must not have acute or chronic disease of the external, middle, or internal ear. Using an audiometer of measurement, there should be no loss of 25 or more decibels in each ear at the speech frequency range. A hearing aid is not permitted.

Major Duties: Participates in and successfully completes an annual one-week refresher course in parachute jumping, parachute handling, firefighting, and use of specialized tools and techniques. As dispatched to fire, makes parachute jumps from various aircraft under varying elevations, wind, terrain, and ground conditions. Makes landings on rough terrain, open areas, mountainous slopes, and timber.

Suppresses wildland fire using a variety of hand and power tools such as Pulaski, shovel, chain saw, crosscut saw, and McLeod. Moves dirt, chops brush and logs, fells trees or snags, applies water by hose or backpump, etc., to build fireline and control spreading wildland fire.

Travel to fire assignments may vary from parachute jumping to foot travel, truck, bus, helicopter, etc., and fire action may vary from individual efforts to serving as a member of specialized Interregional Fire Crew, Helitack Crew, Pump Crew, etc. Serves as Crew Boss of up to 25 firefighters and Fire Boss III. May serve in any capacity as assigned and qualified such as Sector Boss or Heliport Manager.

Inspects, repairs, and packs parachutes as licensed rigger. Serves as load master for loading equipment and supplies, or dispatcher in ordering and dispatching aircraft and initial attack forces. Cares for and maintains tools, equipment, jump gear, and parachutes.

May be assigned to other resource management activities such as recreation, timber, or reforestation when not performing fire suppression duties.

Serves as work leader of a crew of 5 to 8 GS-5 and GS-6 smokejumpers engaged in parachute jumping and fire suppression work. Lead responsibilities include, but are not limited to: distributes workload among employees, checks progress of work and makes adjustments, accepts finished work and amends or rejects work not meeting standards, instructs employees in specific job

techniques, gives on-the-job training to new employees, checks working conditions and ensures work is done safely, monitors performance and disciplinary problems, resolves informal complaints from employees, reports on employee performance, and makes work reports including work time and leave.

Knowledge Required: Knowledge of standard forestry practices, methods, and techniques, including accepted fire suppression methods to be used in various types of fuels and under a variety of conditions of weather and terrain. Thorough knowledge of fire behavior: causes of fire, influence of wind, slope, topography, fuel moisture.

Skill in parachute jumping: safety checks and exit procedures from a variety of aircraft; guiding parachute to landing target under different wind and drift conditions; emergency actions in case of parachute malfunction or unforeseen conditions of terrain, ground cover, or wind drift; let down procedures for descent from tall trees; cargo retrieval techniques. One season of Smokejumping experience required.

Knowledge of FAA regulations and procedures and skill in packing parachutes to be licensed senior parachute rigger. Basic knowledge of work procedures and practices in working with helicopters and aircraft.

Skill in use of hand tools such as Pulaski, shovel, and crosscut saw, chain saw and portable pumps to build fireline and control wildfire. Knowledge of fire and flight terminology to communicate with crew members, dispatchers, pilots, and other personnel involved in fire suppression activities, including use of radios and ground signals.

Thorough knowledge of accepted safety practices to prevent injury or loss of life in parachute jumping, fire suppression, helicopter operations, retardant dropping, etc. Knowledge of first aid procedures to provide emergency care and transport in case of injuries.
