This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, the incumbent performs assignments of a more limited scope and with less independence. The incumbent will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
The purpose of this position is to serve as a Contract Specialist for the US Department of Veterans Affairs with responsibility for performing professional work involving the procurement of supplies and services using sealed bids, competitive, and non-competitive proposal procedures. Some examples of equipment, supplies, and services procured include but are not limited to: medical or facility equipment, medical/surgical supplies, nursing homes, readjustment counseling, medical services, architect-engineer services, construction, IT services to include hardware and software. Other unique requirements include intra/interagency agreements, sharing agreements, contracts under the selling authority, contracts with affiliates, research and development, and leases. The employee in this position shall meet the requirements of the Federal Acquisition Certification in Contracting, or FAC-C Program. The employee aids program personnel in defining requirements, writing specifications, etc. plans, develops and coordinates the entire acquisition process and documentation; performs a complete review of recommended sold source requirements and conducts market analyses to test the non-competitive assumptions of requisitions; conducts public bid openings, evaluates bids, prepares cost analysis of offeror’s proposals and reviews auditors’ and technical specialists reports for accuracy of analysis and conclusions; prepares detailed pre-negotiation and price negotiation memoranda; resolves problems with delivery, production, quality, differing site conditions, inspection, and other pertinent matters; assesses liquidated damages for days of delay; administers payment provisions of the contract and assures compliance with applicable labor laws.
At the GS-9 grade level, the employee will be assigned work and/or receive training with the objective of acquiring the skills needed to successful perform the duties of the position; the employee will receive more specific supervisory direction than at the target level, the employee’s work will be subject to more frequent and closer review; delegated authorities and responsibilities may be less than the target grade. As the employee demonstrates competence in performance of assigned work, the degree of supervision will be progressively reduced.
