<p>Position may be filled at the GS-03 or GS-04 grade level.  The duties of the GS-03 position are developmental in nature, leading to full performance of the GS-04 duties.  At the GS-04 level, employee performs administrative support service/office automation work in support of the Mid-Pacific Division of Resources Management.  Uses automation equipment and software to produce a wide variety of  material, e.g., correspondence, reports, graphics, calendars, charts, statistical tables and various forms and documents.  Applies advanced knowledge of editing functions to skillfully accomplish extensive revisions to documents. Responsible for correct grammar, spelling, capitalization and punctuation of final copy. Retrieves, reads and prints data/messages from automated information and communication systems (e.g., E-mail), and provides copy to supervisor and/or individuals concerned.  Uses electric typewriter to produce documents not adaptable to computer equipment, such as travel orders, training requests and other preprinted forms.  Performs one or more of the following clerical tasks: establishes and maintains office files and records; files various documents (e.g., reports, and general correspondence). <p>This position is located in the Wage and Hour Division (WHD). WHD enforces Federal minimum wage, overtime pay, record keeping, and child labor requirements of the Fair labor Standards Act.  WHD also enforces the Family and Medical Leave Act, the Employee Polygraph Protection act, the Migrant and Seasonal Agricultural Worker Protection Act, field sanitation and housing standards in the Occupational Safety and Health Act, and a number of employment standards and worker protections provided in the Immigration and Nationality Act.  Additionally, WHD administers and enforces the prevailing wage requirements of the Davis-Bacon Act and the Service Contract Act and other statues applicable to Federal contracts for construction and for the provision of good services. </p>
<p>Primary duties:<br />
The incumbent functions as an Administrative Specialist with responsibility for providing administrative management support to the organization in one or more vital administrative areas. As such, the incumbent identifies, coordinates, monitors, controls and evaluates the administrative support operations of the organization while ensuring coordination, adequacy, and timeliness of all actions and recommends improvements to various internal procedures and methods.</p>
<p>Expert in all “E” activities including eProcurement, eTravel, eProperty Management, PeopleTime, and WebPARs. Incumbent makes travel arrangements for managers and for other staff members involving a separate travel authorization. Utilizing the WebPARs software, prepares and tracks personnel actions to include hiring, promotions, awards, and pre and post employment actions. Prepares, submits and tracks all paperwork related to new hires. Responsible for the maintenance of WHD itineraries to facilitate training opportunities. Conducts annual safety and health inspections of all offices under the District Office supervision. Responsible for maintaining and updating office COOP and emergency plans. Maintains all telephone lists, internal organization charts and e-mail groups. Works closely with members of the Regional Office staff and with others external to the immediate office, to track projects and to ensure implementation dates are met. Analyzes internal administrative policies, procedures and management processes of the office through independent reviews, extensive research and analysis. Maintains internal/standard operating procedures and policies related to the various administrative functions performed (i.e. employee relations, labor relations, staffing, classification, payroll, management and program analysis, manpower control, etc.) Seeks ways to improve administrative processes related to the aforementioned functions. Participates in administrative working groups to plan and develop internal strategies to address administrative issues or concerns. Develops, devises and analyzes internal administrative policies, procedures and management processes of the office. Arranges for the preparation of briefing materials, talking points and executive summaries to be viewed by the office direction. Drafts and organizes responses to a variety of reports involving WHD personnel, FAIR Act challenges and inventory. Responds to congressional and other sensitive and urgent requests on behalf of the District Office. Performs other duties as assigned.</p>
<p>Qualifications:<br />
All applicants must meet specialized experience requirement of at least one full year of specialized experience equivalent to at least the GS-7 level.<br />

Education substitution: Master&#8217;s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.<br />
Experience Requirement: GS-09: Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the Administrative Specialist. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.<br />
Examples of qualifying experience at the GS-07 level include: Examples of qualifying specialized experience would be performing administrative duties in support of Government-controlled property, developing and/or implementing administrative or procedural instructions; receiving calls and visitors; maintaining records of incoming and outgoing correspondence/documents; maintaining supervisor&#8217;s calendar and schedules appointments/conferences; keeping informed on the status and progress of projects and conducting follow-ups with respect to gathering information for the office use; drafting documents, maintaining a records management system; and making travel arrangements.<br />

<p>In support of the mission of the U.S. Department of Education, the OIG promotes the efficiency, effectiveness and integrity of Department of Education programs and operations; prevents and detects fraud, waste and abuse; provides direction for inspections, audits and investigations; and provides a means for keeping the Secretary of Education and Congress fully informed about Department problems and deficiencies.</p>

<p>This position is located in the U.S. Department of Education, Office of Inspector General, Audit Services, Non-Federal Audit Team.  This component provides guidance, training, and technical assistance to OIG and non-Federal auditors in the conduct of non-Federal audits to ensure that the audits meet requirements and are reliable and effective tools to improve the integrity and effectiveness of education programs.  The Non-Federal Audit Team also provides oversight of the work performed by non-Federal auditors by coordinating a quality control review program of these audits. 	</p>

			<content:encoded><![CDATA[<p></p><p>During these challenging economic times, we need to reflect on where we are today with our careers and where we are going to be five years from now.<br />
In 1999, I began a new career and completed training to become a Certified Job and Career Transition Coach. It was part of the plan I set for myself in preparation for the future. I determined in 1999 that I would focus on where our country would be heading and anticipate a future based on economist articles and research. Although unpredictable at the time, I understood where we may be heading and planned accordingly. </p>
<p>What is my point? Everyone needs to plan for their future whether an individual is employed and secure in a current position or not.  If an individual is employed, this is an ideal time to implement a plan. You never know when you will receive the shocking news of a layoff!<br />
As a Career and Job Transition Coach, I have interviewed many clients who experience burnout at 15  years. Since this is common, and if an individual has been in a position for 10 years, then a plan should be developed and realized in advance. Ask yourself a few questions: </p>
<p>-	Do I have the education to transition to another career five years from now?<br />
-	Do I have a plan to fall back on if I experience burnout?  </p>
<p>Another reason to plan is when you research the trend of your career with Department of Labor (DOL), and realize the career you are in would be less in demand in the near future.<br />
There are many great jobs available that offer job security and promotion potential. Many government agencies are hiring, particularly in the federal government sector. In most positions, a college degree is required.  The federal government is opening many jobs and will begin replacing the baby boomers in the next five years. The jobs are a perfect fit for individuals with experience and education, with many job titles ranging from administrative to management. You may use the experience you gained over the past 10 to 15 years to transition to another career. By exploring your options in advance, you will be able to determine what education and training is needed to pursue another career. In any case, it is necessary to think about your future.  </p>
<p>If you are curious about where the jobs are in the federal government, begin with two websites: wherethejobs.org and usajobs.opm.gov. This is a good first step for researching and planning for the future. You may want to pursue the advice of a Career Coach/Counselor. I have shared this information with all because it is obvious you have to begin somewhere, whether secure in your current position or not. What you gain from this knowledge will bring you peace of mind. Hopefully, you take a small step or a giant leap into developing a career plan.  This is critical to the pursuit of happiness and career success for all.</p>
