This position is located in the Enterprise Risk Management (ERM), Quality Performance &Oversight (QPO), Office of Information & Technology (OI&T). ERM’s mission is to provideVeterans Affairs an integrated enterprise-wide risk management plan that ensures its informationtechnology investments are managed in an efficient and effective environment. This will enablethe organization to identify, assess, and mitigate risks that may preclude it from meeting itsoverall mission. ERM risk management framework drive \transparency, accountability, andenrich public trust while improving service delivery to our Veterans. The incumbent of thisposition serves as a Risk Management Analyst responsible for designing and coordinating thedevelopment, implementation and assessment ofOI&T-wide enterprise risk managementpolicies, procedures and processes.

Duties

  • Participates in the development and execution of the OI&T/ERM framework and governance model established to assure consistency with the business process re-engineering charter.
  • Monitors systems designed to track the adequacy of ERM support provided to the Acquisition Process Improvement Lockdown to determine if overall objectives, baseline indicators, gap analysis, current, interim and long term goals are consistent with planned management strategies and targeted milestones are met.
  • Participates and coordinates the implementation of ERM planned strategies, as well as fosters partnerships with academia. industry. and Federal and private sector organizations to identify risk management best practices and knowledge sharing.
  • Serves as an ERM subject matter expert, responsible for providing advice and assistance to business line and OI&T/VA managers.

 

WORK SCHEDULE: Monday – Friday, 8:00am to 4:30 pm

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Time-In-Grade Requirements: Applicants applying under Merit Promotion must meet applicable time-in-grade requirements to be considered eligible. Time-in-grade for the GS-12 is one year (52 weeks) at the GS-11. Time-in-grade for the GS-13 is one year (52 weeks) at the GS-12 (MUST submit a supporting SF-50).

Specialized Experience: To qualify for this position at the GS 12 level, you must have at least one year of specialized experience equivalent to the next lower grade level (GS-11 level). Specialized experience includes;

  • participating in ad-hoc workgroups/study teams responsible for gathering data, conducting analysis and developing risk management models designed to mitigate and/or improve organizational enterprise risk management;
  • planning and designing enterprise risk management (ERM) program evaluation studies concerned with risk analysis of segmented systems, processes, analytics, and reporting related to all dimensions of ERM;
  • developing statements of work (SOW) for contractor support;
  • and making periodic assessments to documents that required specialized software is installed and being utilized to provide an electronic paper trail, as mandated by the SOX Act.

GS 13

 

Specialized Experience: To qualify for this position at the GS 13 level, you must have at least one year of specialized experience equivalent to the next lower grade level (GS-12 level). Specialized experience includes;

  • planning and designing enterprise risk management (ERM) program evaluation studies concerned with risk analysis of segmented systems, processes, analytics, and reporting related to all dimensions of ERM;
  • conducting comprehensive reviews of program and business line risk management activities to determine if Project Management accounting operations are in compliance with the Sarbanes Oxley Act (SOX);
  • assessing key risk drivers from which to design and develop viable controls to manage and mitigate risks;
  • developing statements of work (SOW) for contractor support;
  • and researching and analyzing risk trends and implications which may have an impact on business line operations and/or program management activities.
